Introduction: Power infrastructure development is accelerating across West Africa. The first section of the WAPP West African Power Pool (Niger-Benin) project – the newly constructed bay at Niger's Niamey No.2 Substation, undertaken by PowerChina – has recently successfully passed its first live test, marking the substation ready for energized operation. At the same time, a number of renewable energy projects are progressing steadily, including Niger's 20MWh microgrid project and a 1MW photovoltaic plus energy storage project. Amid this wave of West African power construction, Wuhan Kedi Zhongwei Electric Co., Ltd. (hereinafter "Kedi Zhongwei") , in partnership with a Shenzhen-based partner, has supplied a large batch of test instruments for relevant Niger power projects. The scope covers a full range of equipment including series resonant withstand voltage test systems, relay protection testers, DC high voltage generators, loop resistance testers, insulation resistance testers, and more, providing professional support for the installation, commissioning, and handover testing of electrical equipment.

1. West African Power Interconnection: A Historic Opportunity for Niger's Power Development

Niger, a large landlocked country in West Africa, has long suffered from weak power infrastructure and insufficient power supply reliability, severely constraining its economic and social development. In recent years, driven by the Belt and Road Initiative and the regional energy integration strategy of the Economic Community of West African States (ECOWAS), Niger is making significant efforts to break through energy infrastructure bottlenecks and advance solar energy development and power transmission network construction.

The WAPP West African Power Pool Interconnection Project is the flagship project of this process. Funded by the World Bank, the project aims to establish a transnational power transmission corridor connecting Niger, Benin, Burkina Faso, and Togo. The Niger-Benin section Lot 1, undertaken by PowerChina Bureau 1, covers the construction of a new substation in Zabori (Dosso region), expansion of the Gorou Banda substation in Niamey, renovation of Niamey No.2 substation, and renovation of the Gazawa substation in Maradi. The scope includes design, procurement, construction, and commissioning. Upon completion, the project will enhance Niger's national grid voltage level and supply reliability, optimizing West Africa's regional energy structure.

Beyond transmission and transformation, Niger's renewable energy sector is also showing remarkable progress. The 20MWh microgrid project in Niger, undertaken by Mesol Energy and initiated by ECOWAS with World Bank funding, covers one-stop services including energy storage system design and construction and 132kV substation expansion. The 1MW PV + 2MWh energy storage project undertaken by Hunan Nuocheng Photovoltaic has commenced construction at the Xiang-Ni Industrial Park. PowerChina Bureau 1 is also advancing the Niger 132kV Transmission and Substation Project , constructing 254 kilometers of new transmission lines and four substations. The advancement of these projects has generated sustained demand for power testing equipment.

2. Shenzhen Partner: Bridging China-Africa Power Equipment Cooperation

In the equipment supply for these Niger power projects, Kedi Zhongwei has collaborated closely with a Shenzhen-based power engineering enterprise. The Shenzhen partner is responsible for project coordination and overall management, while Kedi Zhongwei provides professional technical support and equipment supply.

Shenzhen, as an important window city for China's power equipment exports, plays a key role in power engineering construction along the Belt and Road countries. In 2025, China's power equipment exports continued to maintain strong momentum, with cumulative exports from January to September reaching RMB 65.596 billion, a year-on-year increase of 36.33%. Exports of transformers, switchgear, and other products performed particularly well. Shenzhen's power engineering enterprises, with their flexible business models and efficient supply chain management, have accumulated extensive experience in overseas markets including Africa and Southeast Asia, serving as a bridge connecting Chinese manufacturing with overseas projects.

In this partnership, the Shenzhen partner, leveraging its deep understanding of the Niger market and rich project execution experience, is responsible for on-site requirements coordination, logistics and customs clearance, and on-site coordination. Kedi Zhongwei, relying on its technical expertise and product advantages in the power testing equipment field, provides high-quality equipment supply and technical support. The complementary strengths of both parties have jointly ensured the efficient delivery and successful application of project equipment.

3. Large Batch of Test Instruments: Covering Full-Scope Testing Needs for Power Projects

The large batch of test instruments supplied by Kedi Zhongwei for this project covers the main categories required for electrical equipment handover and preventive testing, comprehensively serving the installation, commissioning, and acceptance phases of various power facilities including substations, transmission lines, and renewable energy plants.

High-Voltage Withstand Test Equipment: The variable frequency series resonant withstand voltage test system is one of the core devices in this supply, used for AC withstand voltage testing of capacitive equipment such as GIS, power transformers, and high-voltage cables. Series resonant technology, with its advantages of low power supply requirements, pure output voltage waveform, and automatic protection upon test object breakdown, has become the mainstream solution for high-voltage electrical testing, particularly suitable for overseas project sites like Niger where power supply conditions are often limited.

Relay Protection Testers: Used for protection device setting verification and group testing at substations, ensuring that the relay protection system operates correctly during power system faults. As smart substation technology continues to spread globally, demand for relay protection testers with advanced functions such as state sequence testing and harmonic superposition is steadily growing.

DC High Voltage Generators: Used for arrester DC reference voltage and DC leakage current testing – a standard device for substation preventive testing.

Loop Resistance Testers and Insulation Resistance Testers: Used respectively for switch contact resistance measurement and overall insulation performance assessment of electrical equipment – the most basic and commonly used testing tools in electrical installation and commissioning.

In addition, the supply list also includes turns ratio testers, DC resistance testers, dielectric loss testers, ground resistance testers, and other full-series power test instruments, covering testing needs for various electrical equipment from transformers and switchgear to cables and grounding grids. This batch of equipment will comprehensively serve the equipment installation, system commissioning, and handover acceptance of relevant Niger power projects, providing professional testing technology support for the projects' scheduled commissioning.

4. Serving the Belt and Road Initiative with Professional Testing Equipment

This large batch of test instrument exports to Niger marks another instance of Kedi Zhongwei's deep involvement in power infrastructure construction along the Belt and Road countries, following previous overseas projects in Indonesia, Mauritius, and elsewhere.

Niger has a tropical savanna and tropical desert climate, with average annual temperatures reaching 30°C, making it one of the hottest countries in the world. The harsh environmental conditions – high temperatures, aridity, and sandstorms – impose higher demands on the insulation performance and operational reliability of power equipment, and also present severe challenges to the adaptability and stability of test equipment. Kedi Zhongwei's products are designed and manufactured with full consideration of various harsh environmental conditions, featuring wide operating temperature ranges and excellent dust-proof and moisture-proof performance, capable of meeting field testing requirements in tropical regions like Niger.

A spokesperson from the Chinese Embassy in Niger has stated that China is willing to continue deepening mutually beneficial cooperation with Niger in areas such as power, energy, and infrastructure. Niger's Minister of Energy has also emphasized that China is Niger's most important and most reliable partner, and expressed willingness to further advance cooperation with China in the energy sector. Kedi Zhongwei's provision of test instruments for Niger's power projects is a vivid testament to the deepening China-Niger power cooperation.
